Libraries Driving Access to Knowledge

As a life member of LAS (Library Association of Singapore), I received the invitation from NLB and registered for the following talk:

"Libraries Driving Access to Knowledge"

Speaker: Ms Ellen Remona Tise,
President-Elect of the International Federation of Library Associations and Institutions (IFLA) & Senior Director, Library and Information Services at University of Stellenbosch, South Africa
Date : 23 February 2009 (Monday)
Time : 3.00 pm - 4.30 pm
Venue : Visitor Briefing Room, Level 1, National Library Building

It is always good to hear other's view about library world and library trends. Here are some points I like:

Dictionary definition: access means availability or support.

Access to libraries = mean that “ the library is available, with some limitations, to anyone who wants to use it”.

Access to information is a more complex concept.
As the term is used in our profession, we usually mean making information available.

The concept of freedom of access to information is perhaps most clearly outlined in Article 19 of the UN Universal Declaration of Human Rights. According to this, all human beings have the fundamental right to have access to all expressions of knowledge, creativity and intellectual activity, and to express their thoughts in public.

Access to knowledge is critical for the development and growth of society.

Implicit role in theme is that of social inclusion and librarians becoming active change agents in society.

Libraries: gateways to knowledge.

Access alone: not enough.
Extending our services, methods, practices

Some Barriers to Access to Knowledge
*Lack of significant usage access
*Non availability of content
*Costs
*Copyright legislation
*Librarians

How can libraries drive access to knowledge?
*Libraries fundamental role to play in building knowledge societies
*Librarians expertise to transform ‘digital divide into digital opportunities’
*Librarians value in researching, assessing, organising, describing, managing information
*Remain at forefront, library buildings and services to be redesigned to reach the user
*Innovative approaches to quarantee free and universal access to relevant knowledge

Summary
*Ensure that the world’s citizenry have access to the world’s knowledge
*Dismantle barriers to access
*Urgency for libraries to drive access to knowledge
*Active librarianship to support development
*Ensure that libraries stay on the agenda
*Libraries continue to travel beyond borders

Libraries Driving Access to Knowledge
Encompasses IFLA’s three major advocacy themes:
*Freedom: Freedom of access to information and freedom of expression
*Equity:Fair and sustainable legal and economic relationships between the creators, intermediaries and users of information
*Inclusion: the role of the library in the Information Society and the role of the library as an agency of social inclusion

中华舒氏网论坛

今天我看舒氏的网站, 我心里很兴奋!

作为舒氏一员, 其实我早就想找找舒氏的历史文献!

Maybe, it is time to let those who addressed me as Dexterine Ho Soo Miang know that my father's original surname is Soo, or 舒, he adopted "Ho" as his surname during World War II. In his and our NRIC, our Surname is Ho, yet, in our heart, we identify 舒 as our surname!

As my father cannot changed his surname back to 舒, (the story is rather long and I will share it later) to make us remember our original surname, all his six children were given 舒 as the middle name.

舒 is Soo in Teo Chew and Shu in Hanyu Pinyi.

Well, for the story of my father's original surname, I will share it later. Now just let me guide you to learn more about 舒 as a surname via:

Warren Buffett: some of his quotations

A public opinion poll is no substitute for thought.

If past history was all there was to the game, the richest people would be librarians.

Risk comes from not knowing what you’re doing.

Chains of habit are too light to be felt until they are too heavy to be broken.

I don’t look to jump over 7-foot bars: I look around for 1-foot bars that I can step over.

If a business does well, the stock eventually follows.

In the business world, the rear-view mirror is always clearer than the windshield.

It takes 20 years to build a reputation and five minutes to ruin it. If you think about that, you’ll do things differently.

It’s better to hang out with people better than you. Pick out associates whose behavior is better than yours and you’ll drift in that direction.

It’s far better to buy a wonderful company at a fair price than a fair company at a wonderful price.

Of the billionaires I have known, money just brings out the basic traits in them. If they were jerks before they had money, they are simply jerks with a billion dollars.

Warren Buffet's advice for 2009

Warren Buffet's advice for 2009

We begin this New Year with dampened enthusiasm and dented optimism.

Our happiness is diluted and our peace is threatened by the financial illness that has infected our families, organizations and nations.

Everyone is desperate to find a remedy that will cure their financial illness and help them recover their financial health.

They expect the financial experts to provide them with remedies, forgetting the fact that it is these experts who created this financial mess.

Every new year, I adopt a couple of old maxims as my beacons to guide my future.

This self-prescribed therapy has ensured that with each passing year, I grow wiser and not older.

This year, I invite you to tap into the financial wisdom of our elders along with me, and become financially wiser.

* Hard work: All hard work bring a profit, but mere talk leads only to poverty.

* Laziness: A sleeping lobster is carried away by the water current.

* Earnings: Never depend on a single source of income. [At least make your Investments get you second earning]

* Spending: If you buy things you don't need, you'll soon sell things you need.

* Savings: Don't save what is left after spending; spend what is left after saving.

* Borrowings: The borrower becomes the lender's slave.

* Accounting: It's no use carrying an umbrella, if your shoes are leaking.

* Auditing: Beware of little expenses; A small leak can sink a large ship.

* Risk-taking: Never test the depth of the river with both feet. [Have an alternate plan ready]

* Investment: Don't put all your eggs in one basket.

I'm certain that those who have already been practicing these principles remain financially healthy.

I'm equally confident that those who resolve to start practicing these principles will quickly regain their financial health.

Let us become wiser and lead a happy, healthy, prosperous and peaceful life.

Workshop Outline

Lesson 1
1. Folksonomies – Indexing without rules (with practical work of the participants).
2. Folksonomies in information services and library catalogues.

Lesson 2
3. Folksonomies and knowledge representation.
4. Folksonomies and information retrieval.

Lesson 3
5. Tag Gardening for folksonomy enrichment and maintenance.
6. Find "more like me"! The social function of a folksonomy.

What I had learned:

After attending the workshop, I understand the term "Folksonomy" is "Folk + taxonomy".
Recalling what we learned in library school, it is like free text indexing by common folk.

To understand it better, you may like to read what I clip from wikipedia:

"Folksonomy (also known as collaborative tagging, social classification, social indexing, and social tagging) is the practice and method of collaboratively creating and managing tags to annotate and categorize content. Folksonomy describes the bottom-up classification systems that emerge from social tagging. In contrast to traditional subject indexing, metadata is generated not only by experts but also by creators and consumers of the content. Usually, freely chosen keywords are used instead of a controlled vocabulary.[2] Folksonomy (from folk + taxonomy) is a user-generated taxonomy."

Source of information:
http://en.wikipedia.org/wiki/Folksonomy

As someone who searches databases for decades. I can see the popularity of folksonomy will generate a lot of work for Librarians or Information Professional in record cleaning and record management.

If these type of work can be translated to "Jobs" for Librarian or Information Professional , I am optimitic that Librarian or Information Professional will be in great demands in future.

Here are some criticism on Folksonomy I read from wikipedia:

"Folksonomy is criticized because its lack of terminological control causes it to be more likely to produce unreliable and inconsistent results. If tags are freely chosen (instead of taken from a given vocabulary), synonyms (multiple tags for the same concept), homonymy (same tag used with different meaning), and polysemy (same tag with multiple related meanings) are likely to arise, lowering the efficiency of content indexing and searching.[4] Other reasons for meta noise are the lack of stemming (normalization of word inflections) and the heterogeneity of users and contexts.

Classification systems have several problems: they can be slow to change, they reflect (and reinforce) a particular worldview, they are rooted in the culture and era that created them, and they can be absurd at times. Idiosyncratic folksonomic classification within a clique can especially reinforce pre-existing viewpoints. Folksonomies are routinely generated by people who have spent a great deal of time interacting with the content they tag, and may not properly identify the content's relationship to external items."

Visit to "Reflections at Bukit Chandu"

Reflections at Bukit Chandu is the name of the Museum, as it sounds very much like a title of a book, it takes me some time before I can link it to a site, and unlink it with an image of a book!

I was a Librarian for too long and the habit is hard to change!

Well, it is the visit to "Reflections at Bukit Chanduon" that made the link sealed in my mind.

How the visit take place:

NLB offered 10 slots for LAS members (non-NLB staff) to join the group for this visit, I was fortunate to be one of the 10.

Transportation was provided from the National Library Building to Reflections at Bukit Chandu and return.

Some of the members go on their own, I find it easier to meet the group at 2.15pm and take the Bus from NLB.

Reflections at Bukit Chandu is located at 31-K Pepys Road, Singapore 118458. It is a WWII Interpretative Centre that presents the local perspective of the war in the Far East, and is located close to where the Battle of Pasir Panjang, one of the last significant battles fought in Singapore, took place.

It emphasis on the battles fought in Singapore, and the Malay Regiment who defended the Pasir Panjang area, it is an excellent prelude to the stories displayed in the exhibition gallery at Memories at Old Ford Factory.

If you enjoyed the tour organised by LAS to Memories at Old Ford Factory like me, you may like to visit Reflections at Bukit Chandu to find out more about the Malayan Campaign and the bravery of the Malay Regiment soldiers.

If it is hard to take a day off to visit the site and see the real things, the web site at:

http://www.s1942.org.sg/s1942/bukit_chandu/homepage.htm

will be a good alternative.

Here is our Programme of the day:

2.15 pm Meet at the VIP drop-off area, The Plaza, National Library (facingVictoria Street)

2.20 pm Bus leaves NL Building

2.50 pm Arrival at Reflections at Bukit Chandu

3.00-5.00 pm Tour5.05 pm Bus leaves Reflections at Bukit Chandu

5.30 pm Bus arrives at NL Building

If you liket to visit the Centre at 31K Pepys Road S(118458), here is the Driving directions I found from the web page:

For a quick 30-minute drive from the city, take AYE and exit at South Buona Vista Road towards Pasir Panjang Road. At the end of South Buona Vista Road, turn left into Pasir Panjang Road and turn left again at the 5th junction to enter Pepys Road. Free parking is available at Carparks C and D.

The place is hard to find, and this location map will be very useful.
Print a copy and followng the map, you will less likely to have the problem locating it!

http://www.s1942.org.sg/s1942/bukit_chandu/location.htm

Just note that like many museums in Singapore, Reflections at Bukit Chandu is closed on Monday.

Opening Hours: Tuesdays - Sundays, 9am - 5pm
