Over the past few years, LAS has participated in the development of Library and Information Industry competency standards as  part of the mapping of Singapore Creative Industries under the Workforce Skills Qualification (WSQ) initatives of the Workforce Development Authority (WDA).

LAS WSQ Level 2 Courses

LAS is the Approved Training Organisation (ATO) by WDA and offers the following five WSQ Level 2 Courses:

• Support General Reference and Information Enquiry
• Support Collection Maintenance
• Acquisitions and Serials Work
• Provide Loans and Membership Services
• Support Bibliographic Control

These courses will be useful for

• Individuals who have been working as support staff in library and information organisations but have yet to acquire formal library and information qualifications
• Individuals who are seeking qualification to enter library and information organisations as support staff

The above courses are trained by experienced professional Librarians from various library institutions in Singapore who have also completed the WDA approved Advanced Certificate in Training and Assessment (ACTA), which is a pre-requisite for those who wish to develop, train and assess the programmes in the WSQ framework.

Candidates who are assessed as competent will receive a Statement of Attainment issued by WDA and LAS.

For candidates that have successfully completed all 5 programmes will be eligible to receive a WDA Higher Certificate in Library and Information Services (HCLIS).

Starting from 3 November 2014, electronic certificates (e-Certs) will be issued to trainees who have attended and attained competency in Singapore Workforce Skills Qualifications (WSQ) training modules or have attained full WSQ qualifications. This will replace the current hardcopy certificate issuance process.

On assessment

I just completed one full day of assessment for Support Acquisitions and Serials Work, WSQ/LAS Level 2 Training, on 20 Feb 2013 at Singapore Polytechnic Library.

When I look at assessment and examination, I had the following thought:

"As LAS/WDA Level 2 modules are having open book assessment, this may require trainner and assessor to create assessments that simulate real-life situations so that participants can demonstrate learning through application.

With this broader perspective, LAS/WDA assessment can be formative or summative so that it could achieve the goal of work place training."

"Over the years, library paraprofessional staff have expressed the wish for some form of certification programme. To this end, the Library Association of Singapore (LAS) and the Workforce Development Agency (WDA) have collaborated to produce the first-ever Workforce Skills Qualifications (WSQ) for library support staff.

This new initiative has received a very good response from the NIE Library support staff - more than 60% have already received at least 3 WDA/LAS Statements of Attainment."

"Participants of the programme found the training useful. The course content either acted as a refresher for what they already knew, or provided exposure to other areas of library work they were not familiar with. Participants also enjoyed interacting with library officers from other institutions and sharing their work experiences.

According to our survey, a majority of staff would recommend the five WDA/LAS Level 2 programmes to any current library support staff or those keen to take up library work. Some agreed that getting a certificate would be ideal for people without a diploma, if they had the assurance that the certification would be recognised by the industry."

WDA CET Qualification Award

I was alerted by one of our training candidate today on:

What is it?

"The new CET Qualification Award (CQA) aims to encourage workers, who are Singapore Citizens, to attain full qualifications that will equip them with a more comprehensive skills set.

This will be especially beneficial for those who may have missed out on formal qualifications, those seeking a career change or those for which a formal qualification is beneficial to their career progression or job search.

From 1 March 2011, Singaporeans who successfully complete and are awarded a subsidised part-time Diploma at the Polytechnics or a WSQ Diploma/Specialist Diploma for the first time will be eligible for a CET Qualification Award (CQA) of $1,000.

Singaporeans who successfully complete and are awarded a WSQ Certificate/Higher Certificate/Advanced Certificate or a part-time NITEC/Higher NITEC for the first time will also be eligible for a CET Qualification Award (CQA) of $200. "

For LAS WSQ candidates who completed all the 5 modules under Level 2 training and obtained a WDA Higher Certificate in Library and Information Services (HCLIS) after 1 March 2011, may write to WDA and ask for more details on CET Qualification Award (CQA).

If you get $200, it is something additional for your income. I think this incentive may motivate many support staff to sign up for all modules as their hard work in completing the course do add dollars and cents to their pockets!

UBS Inaugural Exhibition and Fair

It was new to me to attend UBS Inaugural Exhibition & Fair today at The Grassroots Club.

The Inaugural Exhibition and Fair is for librarians, academics and professionals in Singapore.

UBS run this exhibition to serves educators, information provider and individuals who is looking for up-to-date resources and quality services.

It is an opportunity for me who is doing LAS WSQ training to preview a wide range of publications and witness how scanner is being used to capture barc0de for acquisition purpose, the new method can be used for some sharing of acquisition experience in the LAS WSQ training in the near future.

LAS WSQ Level 2 training for library support staff

Being one of the 10 ACTA certified trainers and assessors, I am being asked by many friends and library counterparts on the details of the courses run under LAS/WSQ Level 2 training for Library Support Staff. Brief Information

"Since the closure of paraprofessional courses at Temasek Poly some years ago there has been no formal avenue for skills development and recognition for support staff in Singapore libraries. More and more support staff undertake responsibilities which are crucial to library operations and yet have few opportunities in relation to external training."

The future plans for LAS are to continue and improve the Level 2 programmes so that, no matter where library support staff are, there are on-going opportunities to learn, share and enjoy entry level programmes such as these."

"Another group is working on developing Level 3 standards with the intention that the supervisor level of support staff may also, in due course, have access to recognised training."
